It takes 5 minutes to delete a character under level 15, what you can do is create a character play around with it to see if you like it, if you don't delete it before it hits level 15 and just repeat the process until you find a class you want to main. Well, first of all the game is free, so it's hard to see how they're being "greedy" giving you two free slots.

I think you can get a character slot ticket with the hongmoon points, the currency you can earn in game to use in the cash shop. I'm not sure exactly how fast one can acquire hongmoon currency, so it may or may not be feasible to save up for it.
