Confusion is inherently balanced in PvP even if you are CC-ed as it punishes skill use and does nearly no damage otherwise: if you are CC-ed and cannot break out of it you aren't using skills. If mace had decent confusion output then you would likely see it used on Soulless horror and Matthias in PvE as well. However, I think it is important to note Arenanet rolled hammer and mace into one trait Merciless Hammer that only boosts strike damage. This presents a large dilemma in that mace does nearly no power damage in competitive modes.
