Council of kangs

Ant-Man and the Wasp: Quantumania marks Kang's return to the Multiverse Saga as this variant attempts to escape from the Quantum Realm after he was exiled there.

The Council of Kangs was a trio of divergent Kangs led by the "Prime" Kang identified by his cape , who thought that his other divergent selves were incredibly incompetent. After finding Limbo seemingly vacant, he took it over and began killing the other Kangs, most of whom die in their own failing schemes anyway. Two of the other Kangs were above the rest, so he recruited them to join his cause, forming a council. When the other Kangs had been dealt with, the Prime Kang then betrayed and killed the two Kang council members. As each Kang had their own temporal empires, he had planned to replace them with robots so the Prime Kang would rule them all. However, in the end, it was revealed that Kang was manipulated by Immortus , the actual ruler of Limbo and Kang's future self, into eliminating all divergent Kangs in the Multiverse.

The MCU has been slowly building to an epic confrontation between the Avengers and the Council of Kangs, and the Loki season 2 finale may have finally explained how the villainous group comes together. It initially seemed as though a single Kang variant - Kang the Conqueror - would be the central villain of the MCU's Multiverse Saga, but his apparent death at the end of Ant-Man and the Wasp: Quantumania seems to imply that won't be the case. However, it's hitherto unknown how these three Kangs came in contact with each other and why they're seemingly willing to work together despite the Kangs' penchant for infighting and war. While the MCU will likely hold that exact answer close to the chest for a while longer, the end of the Loki season 2 finale teases what may be the group's catalyst for formation. The TVA's new mission is to stop pruning innocent lives and instead only target dangerous Kang variants, but this attempt at compassion and curated intervention may inadvertently cause the Avengers' next big threat to form. At first glance, the TVA's new mode of operation, established in Loki season 2, seems like a great change. Previously, the group pruned entire timelines if any version of Kang was set to appear - an act that killed billions of innocents. Now, the TVA is letting the timeline split indefinitely and is only monitoring Kangs across the multiverse. However, how the TVA deals with troublesome individuals may cause the MCU's expansive multiverse trouble down the line. The TVA doesn't usually kill people but instead "prunes" them , an initially mysterious process explored in Loki season 1. Though victims may appear to disintegrate, they're transported to the very end of time to a mish-mash of pruned people and things called The Void. If the TVA is pruning problematic Kangs, it seems possible - if not actively likely - that this will result in several powerful Kangs meeting in the Void and establishing the Council of Kangs. Moreover, there's actually precedence for pruning leading to powerful team-ups, so the theory isn't as outlandish as it may first seem.
