Return to the elevator and Johnny will suggest that he takes control of your body to raid Arasaka Tower with Rogue instead, before you black out due to a Relic malfunction. You wake up in Viktor's clinic, where he will give the prognosis that the next Relic malfunction will likely kill you. Take the last of the pills on the tray and head outside, where Misty will suggest going up to the roof to decide what's next. Follow her.
