You can't send settlers to different settlements, it doesn't take long for The Castle to get settlers though, it will probably have more than Sanctuary anyway so once the settlers are there you can make it your main. I tried the ReSaver script cleaner method, what other method is there to clean my save since its not my mods then. If you can set someone up as a supply line, you can send them to another settlement, then reassign them once they arrive there.
