It can be picked up after extending the satellites at relay tower 1DL It is a recorded message from a trapped employee in an operations building, to a slothful and supposedly unhygienic colleague named Spiegel. The origin of the signal is a ham radio in the reactor level of an operations building. It is directly to the west of the relay tower on a dam and can be recognized by its blue door. The first room of the building holds little of interest except for a wooden crate next to the entrance, but in the back of the room is a hatch leading to the caved-in reactor level behind some cardboard boxes.
