My question is does resources like steel and wood, which stack in the hundreds count as 1 items per stack? In which case if I want to do any buildings in a colony then it will ruin junk production since I will scrap trees and cars for wood and metal. I've seen junk appear in a workbench which had wood and a bit of steel in it.

Scavenger stations are one of the more interesting jobs you can assign to a Settler in Fallout 4, and many people will wonder how it works. Settlers who are assigned as Scavengers will regularly deposit random items into the Workshop inventory, which can be used for your own crafting. In order for the scavenging station to function, you must assign a Settler to it by selecting one with the confirm button then clicking the station - you now have a scavenger. What do Scavenging Stations Do? Settlers who have not been assigned to anything will occasionally do exactly what a Scavenger does, so you do not require Scavenger stations, but it's wise to do so because Scavengers produce more random junk and, as Poppy notes below, Settlers who aren't assigned cause a Settlement's happines to drop.

A settler assigned to a scavenging station will instead collect two random junk items per day. Not to mention that in that setting most of us would want something to do in order to feel like we're accomplishing something : I've read that more food makes Settlements more likely to be attacked.
