Within the game's plot, Squall is a year-old student at Balamb Garden, a prestigious military academy for elite mercenaries known as "SeeDs". These relationships, combined with the game's plot, gradually change him from being a loner to an open, caring person. Squall was designed by Tetsuya Nomura with input from game director Yoshinori Kitase. He was modeled after the actor River Phoenix. Squall's weapon, the gunblade , was made so it would be difficult to master. To ensure players understand Squall's silent attitude, Kazushige Nojima made the character's thoughts open to them. Squall's first voiced appearance is in the first Kingdom Hearts game, in which he is voiced by Hideo Ishikawa in Japanese and by David Boreanaz in English; Doug Erholtz has since assumed the role for later English-speaking appearances. Squall had a mixed reaction from critics, some of whom judging him poorly in comparison with other Final Fantasy heroes due to his coldness and angst, and others praised his character development. The character has been popular, and his relationship with Rinoa has been praised. While previous games in the Final Fantasy franchise involved an ensemble cast, for Final Fantasy VIII the Square staff decided to create a story centered around a hero and the heroine according to director Yoshinori Kitase. The rest of the characters were created to support the relationship between the duo. Writer Kasushige Nojima was against this action, claiming a man should not hit a girl. The first illustration of Squall was used to create the world around him. The game's logo that depicted Squall embracing Rinoa was left open for interpretation by players. After Nojima created the scenario, Nomura created the game's introduction movie mostly on his own which left a major positive reaction on the Square staff.
Leon awakened in Traverse Town along with the few fellow Radiant Garden refugees YuffieAerithand Cidnone of whom changed their names as Leon did.

Walkthrough - Traverse Town 2nd Visit. Donald mentioned finding Leon. He's training in the waterway hidden in District 2. To get there, use the Red Trinity behind the Hotel in District 2 -- it's by the iron bars on the far end. Inside are Aerith and Leon. Talk to Leon, who provides a little background on the Keyholes and new Gummi Blocks. He'll also offer the Earthshine item, the first summon gem. The next person to talk to is Cid, back at the Accessory Shop in District 1. He explains the use of the Navigation Gummi, and gives the party a book to deliver to Merlin.

Leon has also good leadership qualities which he displays throughout both games, mirroring the character development of the original Squall Leonhart of Final Fantasy VIII , who himself began as a brooding and unconcerned loner but eventually became a caring friend and leader thanks to his friends. Leon also stands out from the other Final Fantasy characters in the series. He bears some resemblance to Tetsuya Nomura's original design for Squall Leonhart, sporting long, brown hair as opposed to the short hair he had in his original game. Leon wears black gloves with belts on them, black, zipper-lined shoes, a silver Griever necklace, and a white undershirt that his Final Fantasy VIII incarnation had, and his short, black jacket is similar. Leon's jacket, however, lacks the fur collar, is short-sleeved, whereas Squall's sleeves were quite baggy, bears red wings on the back, presumably similar to Rinoa 's duster, and has a red Griever symbol on his left shoulder. Leon wears three brown belts on his left forearm and has three buckles on his right and left thigh, while he wore three black belts on his right thigh in Final Fantasy VIII.
