FRV operates 85 fire stations with full-time staff firefighters, around half of which are in the Melbourne metropolitan area, and the remainder in regional cities and large towns throughout the state. FRV was formed on 1 July by a merger of the Metropolitan Fire Brigade MFB , a fully career service responsible for much of the Greater Melbourne area, with the career firefighters of the CFA, some of whom had operated in "integrated" staff and volunteer brigades on the Melbourne urban fringe and in other centres. With the passage of the Fire Brigades Act by the Parliament of Victoria , the colony of Victoria's fire services were divided into two components. The Metropolitan Fire Brigade, largely a paid professional force, was established to serve the Metropolitan Fire District, roughly encompassing the area within a ten-mile radius of the Melbourne CBD; and the volunteer brigades in remainder of the colony was placed under the control of the Country Fire Brigades Board. Several reforms to the fire services over the following half-century left this basic structure in place, and in the MFB and what had become the Country Fire Authority were re-established under their own Acts of Parliament to, respectively, provide full-time fire services to the MFD, and to establish, coordinate and fund fire brigades in the rest of the state, whether "permanent or volunteer". The Acts provided for the boundaries of the Metropolitan Fire District to be reviewed and altered, and in the s the MFD was expanded to cover most of what was then metropolitan Melbourne.

It was funded jointly by the State government, the insurance companies and the municipal councils of greater Melbourne, each of which nominated three representatives to the Board. The MFB provided full-time professional fire protection to Melbourne, its area of responsibility growing with the greater metropolitan area. Until Melbourne's fire-fighters were on continuous duty, 24 hours a day, and lived either on or near the fire stations, within earshot of the bells. From , following a bitter strike, firefighters worked 40 hours a week on a system of shifts. Officers continued to work continuous duty and live at fire stations for another 20 years. The MFB was among the earliest fire brigades in the world to be fully motorised and sold its last horse in Improved equipment has reduced the time it takes to combat fires, but response time is also vitally important. During the s and s there was a major program to close some fire stations and open others to provide optimum strategic coverage of the metropolitan area. The system of notification of fires is also a vital component of response time. Street fire alarms were phased out from the s and replaced by telephones and private alarms. In the MFB began using Firecom, a computer-aided alarm monitoring and despatch system and from July this part of the Brigade's work was contracted out to Intergraph, which provided similar services for the police and ambulance.
