The Shire of Moyne is a local government area in the Barwon South West region of Victoria , Australia , located in the south-western part of the state. It covers an area of 5, square kilometres 2, sq mi and in June had a population of 16, It also entirely surrounds the City of Warrnambool , a separate local government area. The Shire is governed and administered by the Moyne Shire Council ; its seat of local government and administrative centre is located at the council headquarters in Port Fairy, it also has a customer service centre in Mortlake, a works depot in Koroit, Mortlake and Macarthur. The industry base for the area includes: Dairy , beef cattle, sheep , vegetable production, seafood , other food products, pharmaceuticals , manufacturing, quarrying , and tourism. The council is composed of seven councillors elected to represent an unsubdivided municipality. The council meets in the council chambers at the Mortlake Municipal Office. Administrative activities are conducted at both the Port Fairy and Mortlake offices, which also provide customer services centres. The windy shores of Warrnambool are a world away from Alberta Canada's rocky mountain trails — something Cassidy Kroeker is reminded each morning. Mr Kroeker is a survey equipment specialist, a profession in such short supply that a regional Victorian earthworks company was willing to sponsor and fly him Down Under as soon as his suitcase was packed. The year-old was parachuted from the snowy winterland of his hometown in February, arriving under a scorching summer sun in Melbourne before nervously driving west in search of adventure and his new home. Little did he know he'd be living out of suitcases for the next few months. The regional city of Mortlake, three hours west of Melbourne, is home to 1, people. Mr Kroeker's new employers, an earthworks moving company specialising in farm work, were desperate to make that 1, and find him a place to live close to their operation base in the town. The housing hunt quickly expanded from Mortlake to include surrounding towns within an hour of the regional base. As a result, Mr Kroeker was required to live in hotels in Warrnambool, a further 30 minutes west of Mortlake, often moving from room to room at short notice.

The East Beach area is a popular destination for local residents and visitors, particularly given its proximity to the nearby Gardens Caravan Park. This project aims to build on existing interest in the Port Fairy area and increase visitation. The new East Beach precinct will only serve to improve the popularity of Port Fairy and in particular the East Beach area. This will The project has been in development since adoption of the Macarthur Market Street Precinct Plan in The project will see the activation and part redevelopment of the Precinct in the community of Macarthur.
