It's utility compared to the others isn't as good however it is one of the best Fire type you are gonna be able to access. Surge, and a lot of potions Wartortle can do something and Charmeleon isn't a good match for the fight. So my vote would be to use Charizard. Ivysaur can do something and Wartortle not. Charmander is im my book the second best all-time starter only surpassed by cyndaquil, pure fire.
