Using it opens up a menu that you can dump all your junk into and it breaks it down into base components and then puts them back in your inventory. It's really handy I think because I can do all my recycling out in the field, so all those heavy items like typewriters and oil cans can be broken down into components which weigh a lot less individually, thus allowing me to loot more scrap before I get loaded down. Then all I have to do is dump all the pieces in my workshop when I get home. If you do go this route, just keep in mind that some items weigh less than their individual components, so if you are trying to maximize space you don't want to scrap everything all at once in the field and might want to wait to do that back at your workshop.
