Vault dwellers are the inhabitants of your Vault. They are the workforce, defenders and explorers for the vault. As such, they're paramount for the vault survival, and who you as an overseer must pay attention to if your Vault is to thrive. Each Vault Dweller has its own SPECIAL stats and characteristics, these govern the different aspects of life in the vault, and making the best use of your dwellers abilities is key to their ongoing happiness and your vault efficiency. The better the Dweller's stat is for that room, the more they influence the room's effects. Once you've added enough dwellers to your vault, you can build training rooms that will increase particular Special stats.

There are 23 legendary dwellers in the game, all of which are characters from the fallout series. While this may make the achievement seem worse, I have James twice and can confirm duplicates do add to your percentage towards this achievement! As far as getting the legendary dwellers, it is entirely possible to have them show up at your vault door. The chances are incredibly slim, and hard numbers on chance are difficult to come by, but 3 merged radio rooms fully upgraded and staffed with high charisma dwellers will increase the odds. The only way of getting legendary dwellers is through lunchboxes. I bought 40 as a test and ended up with 8 legendary dwellers. You may get more and you may get less, but either way youre looking at a fair amount of money if you intend to get this solely through purchasing lunchboxes. Note: it seems I got incredibly lucky with my first set of boxes, Ive since opened about 40 more and got no dwellers. While high numbers of legendary boxes are possible, the consensus from comments seems to be around 1 dweller per 20 boxes Luckily boxes can also be earned through quests and objectives, so keep hammering at those and hope to get lucky! As a side note; almost all legendary dwellers come with legendary outfits, weapons or both.

In Fallout Shelter, Dwellers are your worker ants. You, the Queen, must protect the colony and secure its future by ensuring they scurry away at their jobs as efficiently as possible. The main way to get more Dwellers is through breeding them. Dwellers will sporadically turn up outside your Vault from the Wasteland, and we believe that's made more likely the more people you send out to explore, but this is a difficult mechanic to influence and an unwise one to rely on. Breeding, on the other hand, is a certainty, and a method which can allow the number of your Dwellers to grow exponentially. Two Dwellers will decide to embark on a romantic snuggle if you place a male and a female together in the Living Quarters room. After a few minutes of small talk, cheesy pickup lines and awkward, musicless dancing, they'll run off to the back room and return soon after, the female now with child. It can take some time for the woman to give birth - normally around eight hours or so from our experience - and a similar amount of time again for the child to grow into an employable adult Dweller.
