These Guardian feeders will keep out the Starlings whilst letting small birds like tits in. I've got the mealworm one but I'm sure the one for suet will work just as well. I did read about ones with guardians but some people had issues with the gaps in the guard being too big so that the Starlings could squeeze through or that the guard wasn't far enough away from the feeder so that they could still poke their beaks through and reach the food that way. There are different sorts of Guardian feeders according to what you want to keep out. I've never seen a Starling manage to get into the ones that I gave in the link above. The upside down suet in plastic worked well for me for quite awhile. They are less likely to completely dominate the suet.
