Perez is quoted as saying that she was created to be a traitor, and to have a finite existence. Further, she was illustrated to look young and "elfin" so that when she's shown as having been in bed with Deathstroke and dressed very provocatively, there's visual shock value. Tara's criminal life lead her to accept a contract that had been declined by Deathstroke himself and which implied killing an African king.
