Well lore-wise he doesn't wear it because he doesn't need to. To him Wraithguard only has "minor protective enchantments" which would be no use to a demigod like him. Besides he stays in his palace all the time so why wear armor? If you're talking about "strange dweren artefact"; it's implied he was wearing it. He had the left gauntlet in his posession, he gave the right gauntlet to the player. Which is why ppl say you can get 2 gauntlets.

In order to start the quest you must go to the Palace of Vivec in Vivec City and instead of acquiring Wraithguard as a gift from Vivec, you must instead kill him and retrieve the Unique Dwemer Artifact from Vivec's Corpse. It might help to look at the scrolls found in the alcoves inside Vivec's Palace. If you have done much of the Main Quest , you would have met him during the Corprus Cure quest. If you speak to him with the Unique Dwemer Artifact in your possession, he will recognize it as Wraithguard , and offer to help you activate it. Ask him about "mythopoeic enchantments" to hear his advice on the matter.
