Usually whatever is in need. If you have 2 tanneries in a town then expect there to be too much production and less demand as a result. The real advice is build into a busy city. Something with high prosperity that gets a lot of foot traffic. If there is nothing like that available, set it up.

Then setup another trade route and watch the money multiple, workshops flourish etc. Make sure to hunt for these locations.
