Gta san andreas black road fix

I have downloaded SA from steam to my laptop and since my laptop isn't very powerpul I am playing it on low and I am having a weird black road problem. The roads ahead are completly black, like the texture hasn't loaded but when you move foward normal textures show up. It's anying sometimes I can't even see how many cars are ahaid of me plus it looks just plain ogly.
