This study focuses on the role of justification astrategies in the production and mobilization of multiple deservingness framings towards refugees in everyday work life. Drawing on in-depth interviews with Turkish employers in labour-intensive sectors in İzmir, the article presents a city-centred, evidence supported case which answers on the basis of which criteria Syrian refugee workers are deemed deserving and undeserving. It argues that the production of deservingness frames is not uniform and mutable across time and space, thereby actors can engage in different justification strategies in similar situations since the constitution and mobilization of deservingness frames are context-dependent. Accommodating such an unprecedented number of refugees in the face of prolonged displacement has engendered profound repercussions for both these Syrians and the host society. While the Turkish government has undertaken notable endeavours to formulate and implement a social cohesion policy centred around bolstering livelihoods and fostering resilience, its approach to integration has been met with limited support from the host community. The issue has also become increasingly politicized, further influencing official discourse around narratives repatriation. From a labour market perspective, employers expect Syrians to be active in the employment sector, since not only Syrians but also host society members are in need of earning a living for their families. This contested situation of temporariness and permanency creates a socio-economic and moral dilemma regarding how to delineate Syrians: are they passive beneficiaries of temporary protection or proactive claimants to a decent living? This dichotomy offers an ideal case in which to investigate the relationship between justification strategies and multiple deservingness frames in the employment sector. To theoretically capture this contrast, one should have a closer look at the concept of deservingness which has added a new wrinkle to the study of relations between host societies and newcomers over the last decade. However, despite a growing literature on this subject, we still know little about refugee deservingness in everyday work life. Similarly, our empirical knowledge is limited to how the production of deservingness is variable across social actors given the situational and spatial context. It is thus scientifically relevant to ask how employers position themselves towards refugee employees in everyday work life, and what is the role of justification strategies in the construction of deservingness frames towards refugees.
