The Hunger Games is full of interesting characters, from the Tributes to the Gamemakers. Catching Fire introduces a new host of characters of varying ages thanks to its introduction of the Quarter Quell , a special edition of the Hunger Games that occurs every 25 years. A couple of the characters introduced in Catching Fire include Finnick Odair and Johanna Mason, both of whom become Katniss' allies and join the rebellion against the Capitol. Since so many new characters are introduced in Catching Fire , some end up slipping under the radar. One character that many people may forget about is District 2's Enobaria. She may be a minor character, but she proves to be quite complex, especially in Mockingjay. The Hunger Games takes place in Panem , which consists of 12 Districts that are ruled by the Capitol.
